A former colleague of mine, Rafael Navarro, wrote in "Commodore Club" in October 1983 (was published in November 1983) this juicy text:

Undoubtedly, bridging the technology gap is a text which remains fully in force.

The text comes up because I detect in environmental thought, as increasing trend of ICT in health is the solution to all problems, whether real or imagined, so I feel obliged to remember some details that are important:

  • ICTs, information systems technology in the service of medicine is not only an expensive experiment, without people, without professional that allow these systems to work. The human factor is therefore essential.
  • ICT does not solve anything for themselves: only an amplifier of the organization and its ability to solve. As an example, it may be that our organization is a low cost MP3 with a metal, flat, or it may be that our organization is an iPod Touch, with a full and vibrant sound ... when both amplify sounds, equal amplification equipment, will remain higher quality generated by the iPod Touch. In organizations it is the same: if we are efficient, efficiency, runs faster, if we are inefficient, this inefficiency also run faster.
  • ICT, to multiply the efficiency of the organization necessarily need to reengineer processes, both clinical and organizational. It is a mistake to implement information systems that conform to procedures and practices whose only justification is the phrase "it always has done so."
  • ICT does not cover the entire spectrum of processes and documentation of a health service, so you have to do a proper cost-benefit assessment before implementing a very specific solution ... I have seen health information systems that have cost a fortune to the end, department-level access and rely more on what is in a Word, Excel or Access that the corporate information system. Sometimes it is better to have a "waist" and be flexible, not to invest in something that people will not use.
  • We have the best world's information system in place, but if users are wary, in the end will not work properly: proper management of expectations and the change is fundamental to the success of the investment. Users to "feel his" system from the first moment is the beginning of a beautiful love story ...
  • :-) And not only are ICT software, hardware and related infrastructure are: right-sizing of these elements is essential for the proper functioning of them.

So let humans solve their organizational problems, change management, management of expectations, scope, placing value on the human factor ... and only then iJelz (eHealth) may actually provide a differentiating factor in the clinical and administrative management of health services.

Only then may be considered a solution.
